More loopholes. Apparently lumber may cross the border as early as
December 3 and still be duty free even though the CVD does not expire until
December 15.
Importers of record may have up to 10 days to report the shipments to
customs and still be legal. That means the CVD could be by passed on
shipments as early as the last week of November.
